Dr. Manal Shehabi is an Academic Visitor at St. Antony’s College, Oxford University, and Founding Director of SHEER Research & Advisory. She is also a Research Associate of the Economic Research Forum. An applied economist, she has expertise in energy, sustainability, and economic policy design in hydrocarbon economies.
Dr Shehabi publishes in high-impact journals, books, and policy reports. Her impactful research offers important contributions to understanding and modeling energy and economic sustainability, economic diversification, decarbonization, subsidy reform, economic adjustments, and policy alternatives facing hydrocarbon economies following the energy transition and hydrocarbon price volatility.
Her work combines rigorous innovative research with industry understanding to drive evidenced-based policy making and industry solutions. Dr Shehabi's research impact on policy includes: constructing an economic model for policymaking in Kuwait; reviewing Kuwait’s national hydrogen strategy; conducting capacity building to policymakers; and serving as an expert with the UNFCCC. She has contributed to various international policy reports, including in the capacity as lead co-author of policy briefs to the 2021 T7 Germany (of the G7) and the 2021 T20 Italy (of the G20); co-author of a report to the UNFCCC on impacts of response measures in developing countries, presented at COP 26; and Contributing Author to the 2019 IPCC Special Report on the Ocean and Cryosphere in a Changing Climate.
Dr Shehabi had taught undergraduate and graduate economics courses and conducted capacity building to policymakers. Her academic experience includes being Senior Research Fellow at the Oxford Institute for Energy Studies and Doctoral Researcher and Tutor at the University of Western Australia, and Graduate Research Assistant at Texas A&M University.
Beyond academia, she has experience advising policymakers, international organizations, and multinational firms in various industries, mostly energy and mining, including Fortune 500 companies. A polyglot, her language skills include French, Spanish, Arabic, and Mandarin Chinese. She holds a PhD in Economics, MIA in Economics, and a BA (Honors) in International Relations and Economics.
